PayPal gives you two ways to contact them.

Phone: 1-866-745-4039

PayPal’s support hours are:

Monday to Thursday, 9am to 6pm EST

Fridays, 9am to 430pm EST

Additionally, PayPal offers a Resolution Center that lists the resolutions to many common payment problems. You can log into the resolution center here.
